    Go to your CSS Stylesheet
    Admin CP > Display > Colors > CSS Stylesheet

    body{cursor: url('CURSOR URL HERE'), progress;}

    a:hover, a {cursor: url('CURSOR URL HERE'), progress;}
    RED: Your cursor image
    BLUE: Cursor around your forum
    GREEN: Going over links
